HMOs (houses in multiple occupation) can offer strong returns, especially in areas with student populations or high rental demand. A standard 3-bed home might house 5 tenants on individual agreements once converted properly, making it far more profitable.But to get there, you need more than just an extra wall and a fire door.
Do You Need Planning Permission in Manchester?
Yes, in most cases. Manchester City Council has implemented Article 4 Directions across much of the city. That means permitted development rights no longer apply for HMO conversions. You’ll need to apply for full planning permission, even if your HMO is for fewer than 6 tenants.
What Are the Legal Requirements?
To be licensed, your property needs to meet several standards:
Minimum room sizes (6.51 sqm for single occupancy)
Fire doors, alarms, escape routes
Enough bathrooms and kitchen facilities
EPC rating E or above (soon to be C under PRS reform)
Proper layout, ventilation, and heating
